City of Clearwater PLUS

I am writing to formally register a complaint regarding the persistent flooding issues on my street (Sedeeva Street) - The problem stems from the lack of adequate drainage infrastructure and the absence of proper curbing along our roadway. Without these essential elements, rainwater has no directed path to flow into the main stormwater system, such as along Douglas Avenue.

As a result, every significant rainfall—especially during hurricane season—causes stormwater to pool in the street, flood into my yard, and collect at the ends of our driveways. This has already led to:
• Cracking and deterioration of concrete driveways and sidewalks, which cost thousands of dollars to repair or replace.
• Soil erosion and standing water in yards, damaging lawns, plantings, and landscape investments.
• Prolonged water retention that accelerates concrete expansion, undermines the sub-base, and creates long-term structural damage.
• Mosquito breeding grounds and sanitation concerns from stagnant water sitting for days after a storm.
• Safety hazards for both vehicles and pedestrians, as large pools of water reduce visibility of pavement edges and create slip hazards.
• Increased property damage risk with each storm, magnified as we enter another hurricane season.

I want to stress that this is not a cosmetic issue but a fundamental public works deficiency. In most residential neighborhoods, curbs and drains are a basic necessity and a customary standard for directing runoff safely away from private property. Their absence on our street places undue financial burden on homeowners, compromises property values, and poses preventable risks.

With hurricane season already upon us, addressing this drainage issue promptly would provide immediate and lasting relief to residents while preventing further property damage.

I respectfully request that the City of Clearwater Public Works Department conduct a site assessment and prioritize the installation of curbing and storm drains along Sedeeva Street. This investment would safeguard both private property and city infrastructure while ensuring our neighborhood meets the same standard of care that is reasonably expected in Clearwater.
