Street crossings not working properly

The traffic light at Yale and Derby never changes. The cars coming from Yale Avenue were making left turns onto Derby while the light was red this morning.

The weekend bus drives up Lighthouse Rd in a low gear that causes the engine to whine at a very loud, high pitch. Can we request that he drive the bus normally at a normal speed in a normal gear that is not disturbing to the neighborhood?
