It appears that the homeowner built a new fence without taking down the old, shaky, broken one before.

Rear fence is horrible. can be seen from the indian trail side.

It has been brought to our attention of not only the condition of the fence there, but also the breeding of mosquito infestations. In the past we have noticed an increase of mosquito activity and could not figure out why until we noticed the dilapidated fence there leaning. Which then aided us with the understanding. Please advise?

There are about 20 feral cats that her neighbor is feeding every day and issues with trash all over and fence falling down, etc. There are a lot of issues besides the cats with this house.
Animal Control has been contacted but no help. The HOA has sent letters to the resident regarding the fence and trash but all are being ignored.
