Enterprise car rental conducting business on the bike lane? If it's ok that they run their car business in the bike lane, what stops me from opening a bike shop in the car lane?

There's a red SUV with plate # 3xjc897 across from my workplace that has been parked in the same spot for over 1 week. There is garbage around and under the vehicle. A few hours ago when I was on a break from work I saw a half naked man come out of the back of the vehicle and yawn/stretch like he just woke up. It seems like he may be living in the car. It's creepy to have a strange man sleeping outside my workplace. He approached to talk to me but I left the area before I heard what he wanted and I saw him get back in the car. He is still chilling in the vehicle when I last went outside a few min ago.

This guy has been living out of his car in this location and comes and goes day in and day out. He and staring people down as residents walk by and has boarded out his windows...He has been here for several weeks now and parking enforcement seems to not be ticketing him. When will parking be enforced and this car removed? Thanks!
