Hydrant is in between units on HOA landscaping responsibility. Hydrant is completely covered 360 degrees and covered top to bottom in a flower bush. Needs to be completely removed.

Poles are too close to hydrant, cannot freely spin hydrant wrench to open the hydrant. Talked to the GM and he is aware of the issue.
