    For the past three garbage pickups, the garbage men have been observed opening the trash cans, looking and pulling one trash bag out leaving smaller trash bags and loose trash in the cans. I thought they were supposed to attach the bins to the truck and actually dump? If trash continues not to be emptied regularly , once it gets warmer its going to start stinking. (Alley between 1700 block of Cleveland & Atchison, both sides).
