The area in question is White Oak Pocket Prairie.
This area, along the hike and bike trail, has been designated as a Natural Area, by the Houston Parks and Recreation Department. The native grasses and plants there provide floodwater sequestration and habitat for pollinators. The area also serves for native plant and pollinator educational area for local students and scouting groups.
The portion of the pocket prairie bordering the trail is regularly trimmed, to avoid inconvenience to hikers and bikers. As demonstrated in the picture, the edge of the pocket prairie, where the trail crosses Oxford, is kept trimmed to under 4", to ensure visibility at the that intersection. There are also stop signs, on the trail, at that intersection, to remind hikers and bikers to beware of vehicles with the right of way.
