Timing for groups of signals is almost always a compromise between competing flows, especially on two-way streets. On a one-way street with no other constraints it is possible to have a "perfect" progression, where starting at green on the first signal you know that at a certain speed it takes "x" seconds to arrive at the second signal, and so on, so it can be set up that way. On two-way streets what works for flow in one direction almost always comes at the expense of the other direction. On North Avenue, before the bike lanes, a decent two-way progression was possible from one end to the other due to a combination of block spacing, background cycle, and speed. It wasn't perfect, but was pretty good, and very rare as these things go. South Winooski Avenue lost some capacity with the loss of travel lanes. In anticipation of the additional difficulty in getting through the corridor, a signal timing study was done by a consultant to pro-actively mitigate the expected delays. Volumes, turning movements, and geometry were collected and fed into a signal timing program for the three major daily timing plans. Think of it as a large math problem. Solving the problem amounts to creating a timing plan with the least delay for the most people. For the hundreds of people that travel that stretch of road in a given slice of time, what is the relationship among the signals that causes the best overall performance? If a group of 20 is helped by delaying a group of 30 then we obviously don't have the correct answer. The output plan is not perfect for any one group or travel in a particular direction, but is the BEST solution for the least overall delay for ALL people using that street. The relationship among the signals there now is the result of the new lane geometry and was double-checked with the consultant to make sure the on-street implementation matched the timing program output. For what it's worth, hitting a red northbound at College from Main was also an artifact from a timing study 35 years ago. It appears to have been a minority flow in the overall scheme of things.
