I have reported this before and have been in communication with the Storm Water Department about the issue. The owner of the empty lots and the retention pond is listed as Steve Arthur Development, Ltd. and they signed a contract with the city agreeing to maintain the concrete drainage ditch (I have a copy). I have been meaning to follow up with the city to see where the situation is. I have multiple pictures showing the issue as well. Am glad to help do what I can to get this taken care of. The water is ponding and is a breeding ground for mosquitos, which is a health hazard. Not to mention the being an eyesore.
