Yes, there is an ordinance prohibiting them from the street. The PD enforces.

Councilor Courchesne, If there's an ordinance on the books are the Police suppose to enforce It/Them automatically or only when someone calls to complain or issues a complaint here on SCF?

Then again if you don't know what the ordinances are how would one enforce automatically. That seems to be the case in a lot of instances or is it just me?

Yes they are. Enforcement comes down to officer discretion and the totality of the situation. Often times it's only addressed when someone calls though. Lack of knowledge of city ordinances was to have been addressed by the former chief as stated to the public safety committee.
