Description

Top of 4" metal pipe sticking through pavement about 2" in center of Howard/St.Paul/SWinooski intersection. Edges are very sharp - could damage car tire if run over and bad for bicycles. Easy to see in the daytime. Impossible to see in dark or inclement weather. It's on S side of intersection. In the path of S. Winooski traffic turning S on St Paul if they even slightly cut corner.
