Accumulated leaves in gutters and streets have not been swept. This creates dangerous and slippery condition especially when leaves are wet. Also leaves are clogging storm sewers causing water to accumulate. When it freezes streets will be even more slippery.

Leaves in the roadway were mostly swept. Large piles were left at the southeast corner of DePalma and Chapel blocking the handicapped crossing & clogging the storm sewer.
Subsequent snow piled there by road plowing DPW trucks have worsened the situation. This congestion makes it extremely difficult, if not impossible for elderly and handicapped citizens to use the crossings and traverse public rights of way.
The "zebra" crossing near Chapel & DePalma has been similarly blocked by snow and ice. Handicapped individuals and seniors who need to go out are effectively rendered housebound by these easily cleared impedimenta.
In the 40's & 50's Bridgeport suffered a mayor named Jasper McLevy who said of the snow, ice & leaves: "The Good Lord brought it and the Good Lord will take it away." Is this the attitude of the New Haven DPW especially as regard to handicapped citizens and seniors who are now "protected" from this form of municipal tyranny by special Federal legislation?
