Description
this lane ends abruptly and is clearly for turning. could we add a painted arrow?
i've seen drivers and ct transit buses use this opportunity to aggressively pass traffic (even cyclists, like myself, this morning) on the right and force their way back into traffic going straight.

I think this issue came up on another clicket and it turned out that both the right-hand lanes continue across to the south side of the Grove Street. The problem is that they don't line up (i.e. if you were to go straight from the middle lane/left-hand through lane on the north side of Grove, you would end up in the right-hand lane on the south side of Grove). As much as I dislike them, I think a dashed white line guiding the southbound State Street lanes across the Grove Street intersection may be in order.
On a bicycle, I would recommend going straight from the right-hand lane, so long as the traffic isn't backed up too far. Not that I've ever done it, seeing as how I don't have a car, but I imagine that the scariest situation here would actually be attempting to continue straight from the right hand lane in a car (which is what the earlier clicket was pointing out). At least when you are on a bicycle you can stand a chance of coexisting with the people improperly entering your lane from the left. In a car, you'd almost certainly get honked at and/or sideswiped.

Hey oblivious cyclist... if you paid attention then you would know that there are two lanes on the north side and two on the south side. Perhaps if you didn't think that the world revolved around you, you would notice that the problem is that the lanes shift.
"Share the road with bicycles!," they scream. Just as soon as you start observing traffic laws, signals, right of ways, and stop signs.

I'm sorry to hear about your close call, sthaf.
For future reference, though, right turns on red are prohibited throughout downtown New Haven by city ordinance (as is bicycling on the sidewalk).
If it's alright with everyone, I'm going to close this issue because I think the consensus is either that it's a non-issue, or that it's the shifting of the lane's that is the real issue. The latter has its own clicket (2, actually), which I encourage you to follow here: http://seeclickfix.com/issues/8590, and here: http://seeclickfix.com/issues/9253
