Can you please describe this new traffic pattern? Which direction are the vehicles coming from when they make this improper turn?

People come from Main St and turn right to continue on Main St. the “new” traffic pattern may well be over a year old - I remember at some point there was no crosswalk in that side road.

We will schedule some enforcement action over there. I am working to secure some funding for pedestrian related signage but have none at this time. I will add this location to the list.

What does “enforcement action” mean? It seems reasonable to me to start with a sign first - perhaps this should have gone to DPW? Do they have funding for those types of signs?

Enforcement action is when the police monitor an area for traffic violations and issue civil fines to those motorists who fail to follow the law. You stated that cars are failing to stop at the red light. This would be an area in which enforcement action is conducted in an effort to deter the behavior (i.e. driving through red lights)

This is not a location where we would put a "yield to pedestrians" sign as the area already has electronic signalization for the pedestrian crossing.
