This needs to be addressed. It would not happen there if the police let it be known that there was zero tolerance for this activity. They should get apprehended and brought to therapy or get arrested. The people have a choice. Clean up or we force you to clean up.

No one cleans up by force but a wake up call helps and access to the resources helps. And police enforcing the law while connecting people to services to change their life helps. Police please do something.

Looks like this has been happening for years... Wish police would patrol the parks.
