One other comment is that the people on Creedmoor in the the left turn lane (heading north or south) do not move in close enough to the median so it is impossible to see "around" the turning cars anyway from the opposing turn lane. I moved here from Dallas, TX and we had concrete bumps to FORCE people to move in far enough to the median. I made this same comment on the Howard/Creedmoor intersection. Visibiltiy is HORRIBLE at both intersections if people in opposing (N and S directions) are trying to turn left off Creedmoor onto the crossroads there. I'm not sure why people feel the need to make such wide left turns here.
The City of Raleigh recently completed a traffic signal study at the intersection of Creedmoor Road / Morgans Way. This study includes analyzing 24 hour vehicular volumes, a recent crash history, and a field investigation. Guidelines used in the study are from the Federal Highway Administration’s Manual on Uniform Traffic Control Devices and this manual contains nationally standardized criteria for the consideration of the installation of traffic signals.
Recent 24 hour vehicular volumes show that the intersection of Creedmoor Road / Morgans Way satisfies three of the traffic signal volume or delay warrant thresholds for the consideration of the installation of traffic signals. A recent crash history indicates that there has been only one reported crash of the type which might be considered correctable by the installation of traffic signals within the most recent 12 month study period. A field investigation indicates that there are other points of egress onto Creedmoor Road from Morgans Way on the east and west sides of the intersection where vehicles can enter Creedmoor Road at an existing signalized intersection.
Based on this study, the City of Raleigh is not recommending the installation of traffic signals for the intersection of Creedmoor Road at Morgans Way at this time. Creedmoor Road is part of the North Carolina Department of Transportation highway system; therefore, any modifications to this intersection will need their approval. I do not agree with the findings. Drivers are playing Russian roulet at this intersection and it is a matter of time before a death occurs, Drivers are not going to drive backroads and multiple miles to get to another entrance to creedmoor road that is controlled by a traffic light. I would not want to have this on my conscience by declining a simple traffic light.
