Clearly having a party is not illegal. It could be a birthday, religious celebration, etc. The number of people does not represent how many people actually live at a residence. If the noise is a bother...ask them to quiet down, but the noise ordinance is usually after 10p.m. and before 7a.m. I think. Is this a regular problem?

This is a constant regular problem and all of the parking is taken up on the entire street by one home. This number of people represents the amount of people at the home on a regular basis.
