Actually the road is designated as a county primary road. "Residential" typically refers to roads designated as local or sub-local, which are generally subdivision roads. Functionally, this is considered a major cross-county road, not a residential street. The fact that there are houses along the road does change the functional classification. Many major roads have residential property abutting them, but they remain main roads.

RT: Here's the response from our pals in Traffic-Safety:
The speed limit posted for this section of Elizabeth Lake Road is 40 MPH in accordance with the 1975 MSP Traffic Control Order. There are curve warning signs posted for the area in question. When the travel speed of the curve was investigated, it could be safely traveled at the posted speed and no advisory speed was required. Review of the crash history does not indicate an issue with the location. A field investigation has determined that additional signs are not needed.
