Cars heading south/east on River will use the jughandle to avoid the light. when enough cars do this, the light takes longer. when the light takes longer, more cars start doing this. STOP ALLOWING CARS TO TURN RIGHT OUT OF THE JUGHANDLE. this will allow traffic on River Rd to move faster.
