Would'nt doubt it at all. I had affiliation years ago with the City and there was drinking in every Dept., i mean Parks Dept,Public Works,Schools,Housing Auth..I witnessed it.- Only the CDL drivers license employs have to be screened and tested , they don't ,it's sporadic, if they do it's selective and discrminatory , possibly political.
It is so well know, along with the patronizing of prostitutes that applicants feel it's a way of life,good ole boys.
Problem here is that these painters just may not be City workers -
