  As previously discussed, the sole purpose for the storm pipe under the driveway at this 410 Columbia Road is to allow driveway access across the roadway ditch. As such, maintenance of the pipe including the drain at the inlet end of that pipe is the property owner’s responsibility. To reduce the frequency that debris clogs the drain, the City is willing to swap the existing flat grate on the drain with a raised grate at no cost to the property owner if the owner requests. Please notify us via email at allen.messer@hamilton-oh.gov to request to have the grates swapped or if you have any questions.
  As previously communicated via email from Brandon Saurber, the foamy water is no reason for concern so long as it is not giving off a soapy, fragrant, or perfumed smell. Earthy smells from tan/brown foam are natural occurrences. In addition, engineering staff, following the 311 request, inspected the edge of Columbia Road and the integrity of road was not found to be a concern.
