He could most certainly get involved and help get this resolved.

I have notified the Board of Health and the Sanitation for previous problems at that residence. I will follow up today to request a status update as to a plan of enforcement. I do not have powers of enforcement on this matter. I have to refer this to a department that can issue a citation.

Now there's a step in the right direction.

Most are aware that ward councilors don't have the power of enforcement but you do have the power to facilitate a resolution.
