(Very timely) response from CT Transit:
“Mr. Tang:
The Dixwell Avenue and Arch Street bus shelter is maintained by the Traffic and Parking Department in Hamden, CT. However, I called the traffic department and informed them of the shattered pane of glass.”

The broken glass has been (mostly) cleaned up, but the shelter is still awaiting its replacement pane. Hamden Traffic and Parking installed a small pane that partially fills the hole. I guess that's all they had on hand. Hopefully they are procuring a full-sized pane as we speak.
