This is why it's unlawful to 'block the box.' I just witnessed an ambulance being hung up on York St trying to pass S Frontage Rd- he sat there for almost an entire light cycle because the intersection was filled with cars attempting to push the red light. You'd think at least in the vicinity of a hospital the rule would be enforced-
Thankfully in this image it's only one car in the box, but it's often many more. They block the crosswalks so pedestrians can't safely pass, too.

No, this is what happens when citizens learn they can break the rules without legal consequences.
The circumstances of the roads change all the time and drivers have the responsibility to respond and react accordingly.
Whether it's an entrance to a highway or a casual country road, a red light means the same: Stop. A yellow means the same: caution, yield. Neither of these lights indicate: cross into the intersection knowing full well there is no room for you on the other side.
While it may not fix the situation, positioning an officer or two there a couple days each week to write citations would certainly help. And wouldn't hurt the city's pocketbook, either.
