Pinellas County Public Works - Traffic Management assigned this issue to City of Clearwater

This traffic light is currently in the failsafe mode of operation as a result of a bad detection loop in the pavement. Our signal shop already has this on the repair list for the loop contractor. Once it is repaired, the signal will return to its previous mode of operation. There currently is no estimated time frame for the repair as the contractor is very busy. Thanks for letting us know of this issue.
