Description
Early this morning someone dumped a huge pile of fresh asphalt that is nearly blocking a travel lane on East 8th. It stinks strongly of tar and there is a storm drain right behind the pile in this photo. I don't see any paving projects going on in the vicinity so this makes no sense.
There is some other debris nearby like household garbage and box fans, etc.

Traffic dept. put up some barricades/caution tape which is great for vehicle safety though this really needs to get cleaned up ASAP.
The tar fumes are really strong in this area.
