Hi,
I have been given your number by our dispatcher and I can call you tomorrow morning if you would like to discuss further.
But as you can see by the parcel maps I have uploaded the area past the fence is still owned by the Home Owners Association, per your own picture the trash was resting against the fence, which would be HOA property. If we were to assume that it was past the HOA property line the parcel behind the HOA isn't owned by the City. It's owned by San Diego Gas and Electric. There is no City property in that area.
I did some research and our Homeless Outreach Team did some work in the area and as a courtesy cleaned up the area. But the City does not own the property surrounding the area of the complex.
