Sharraxaadda

There are crosswalks and pedestrian crossing push buttons at the intersection of Rogers Street, Stadium Plaza, and Phoenix Ave (on the McDonald's side) but there aren't any pedestrian walk/don't walk signals and the push buttons don't seem to affect the lights at all (I just waited through four light cycles.) Why is this intersection so awful for pedestrians? It seems like the infrastructure is sort of in place but is not working/complete.
