Brad Roberts, a 23rd Street resident, called the disturbance a nightly occurance.
"You could sit out here for 30 minutes and you would probably see two or three of them," he said of the teenage mini bike drivers.
Rockford Police Deputy Chief Theo Glover said police can address the problem by stationing an officer in the area to observe if the vehicles are street legal, if the drivers are licensed to drive and if they are obeying stop signs.
"If it is a problem, we'll start citing," he said.
