Yes. Typically, an exclusive ped phase is called, during which vehicular traffic on all approaches is stopped (similar to Church&Chapel or Chapel&Temple operation). This phase was absent when I observed this morning. I noticed many pedestrians waiting for 2-3 cycles and eventually giving up to take their chances. This intersection has 3-4 wide lanes with relatively high speed traffic.
Yes, this needs to be resolved ASAP. Currently, pedestrians are only able to cross Church Street on the southern side, and Elm Street on the western side. As Sandeep mentioned, the only way to get from, say, First Niagara bank across the street to the northwestern corner of Church/Elm is to take your chances with people speeding down Elm at 45mph or making blind turns from Church Street. Particularly dangerous given the increased traffic around the Green during Arts and Ideas.
Thank you for the response. I think the signal hasn't been functioning as expected since last evening. I walked up to the intersection a few minutes ago and it still hasn't been fixed. I hope the City Traffic Engineering takes note and corrects it as soon as possible, before someone gets hurt.
I sent an email to Jim Travers, Director of Transportation, Traffic, and Parking, to alert the department to this. He said he would get a crew out to fix the signals ASAP.
He also asked that any emergency or "hot" issues like this be reported directly to the Department, as it allows them to dispatch crews in a timely manner. The department's main number is 203-946-8075. Thanks Jim and TTP!
