or I have another suggestion; people who live on thru streets in West Chester should move to dead end streets if they don't like cars driving by....lets just put stop signs, stops lights, speed bumps and baracades all over so no one can drive thru West Chester anymore. You can't turn a through street into a parking lot no matter what you do so don't.
