I live close to 48 Howard Avenue, and came home around 230PM. I thought I was being a good neighbor bringing '48's' trash can in the yard. It seemed a little heavy. I looked inside and saw that it was NEVER emptied. Also, the trash container for the house next to '48' was put across the street. I had to verify with the owner across the street to make sure wasn't stealing their container. Just WHAT is going on?????
