The tree branches are so long they touch the grass in the front yard and its hard to pull out into traffic when we cant see the cars coming.

get a saw and cut them yourself. the city will not respond in a timely manner.

it is the home owner's responsibility. contact the city, and the city will compel the home owner to cut the offending branch. if the work is not done in a timely manner, the city will do the work and charge the home owner.
