Well, assuming that it's just the grate that's clogged, it usually takes a shovel and about 2 minutes to clear a blocked drain. If it's your neighborhood, maybe you wanna go take care of it. If the drain itself is plugged, you might want to call the Department of Public Works and POLITELY report the problem. Screaming at them over the phone isn't usually real productive.
