Man who walks a Chihuahua more than 500 time a day and has traffic on the street and at his house just as many times. Especially on the 1st of the month, pay day, and after 5:00 pm. See same care and people visit him more than once a day. Many underage persons entering and exiting the rear of the residence many times a day. He will also meet is customers on Campbell and Savin Ave several times a day while walking his dog. This has been going on for over a year and the Policy Dept will NOT help. He must know someone. Too many kids on the street to have this going on. Also deals to the neighbors. Makes it look like he is just visiting..too many handshakes!!!
