Speeding down Willow St. as vehicles come off of I-91 is a major safety concern, especially given the vicinity of East Rock Elementary School and high volume of pedestrian traffic as you enter the residential East Rock neighborhood.

Suggestions to reduce speeding:

1) Speed Limit Signs Needed on Willow St. : Currently, there is a noticeable absence of speed limit signs, and none are posted on the east or west bound sides of Willow St. from the stretch from the I-91 exit ramp until after Orange St.

2) Addition of Stop Signs at Willow/Nicoll St. Intersection: This busy intersection has been a magnet for car and pedestrian accidents for years, and the addition of east and west bound stop signs at the Willow/Nicoll St. intersection could be a quick and inexpensive effort to slow traffic, reduce speeding and hopefully mitigate future accidents. Note: There is currently a traffic light at Willow St./Mitchell Dr., but once past the light, vehicles speed on Willow St. past the Nash St. and Nicoll St. intersections.

1) Right... because people really pay attention to speed limit signs - waste of money.

2)Stop Signs - probably would help to slow down speeders. Drivers heading East, on Willow St. can see the green light, at Foster St., from West of Orange St., so they increase their speed to make the light. Alternating the parking pattern, that is, requiring parking on different sides of the street, on different blocks, e.g., North side between Orange and Livingston, South Side between Orange and Anderson, etc... would eliminate the speedway effect of the design of Willow St.

Another accident occurred today at the Willow/Nicoll St. intersection. Something needs to be done to address the safety of this intersection (addition of a stop sign or traffic light) before someone gets seriously injured!

Also, about a month ago, a speeding car jumped the curb at Nicoll/Willow and crashed into the corner house (photo attached). Can the City please address this speeding issue?

I agree that the speeding on Willow St. is a serious problem. There also is the complication of vehicles coming in and out of the gas station.

Nicoll/Willow is a very busy intersection and it should be made into a 4-way stop. There are lot's of joggers and people walking there dogs that cross that street and the way the cars/truck travel down does roads really make it very unsafe. Let's get something done about this to try and make it safer.

As a Nicoll street resident, I agree trying to cross the willow/Nicoll street intersection is hazardous as both a pedestrian and driver. I recommend speed bumps between mechanic/ willow and willow/ orange would slow the traffic down as it did for Edwards street. Either that or a 4 way stop sign at the Willow/ Nicoll street intersection.

Willow and Nicoll is an extremely dangerous intersection. I live several doors down from the intersection, and hear screeching wheels from near-accidents all the time. There have also been several actual accidents at the intersection since I moved into this apartment a couple years ago. I avoid the intersection whenever I can. A stop light or 4-way stop sign would help immensely.

The Willow and Nicoll intersection is always full of pedestrians, cyclists, and a long line of vehicles anxious to get onto the highway in peak traffic hours. This is not a good mix. I have lived near this intersection only a few years and have already seen a handful of accidents and several more near-accidents. I've noticed the pedestrian crossing signs (folding boards that are set on the ground) at the cross walks this year, but have NEVER seen a vehicle yield to a person on foot or bike. East Rock neighborhood is otherwise a pedestrian-friendly area, with the exception of Willow/Nicoll. Why hasn't this intersection received the same attention as other intersections in this neighborhood that aren't used as frequently? It's my opinion that all who use this intersection would benefit greatly from a combination of speed limit signs, stop signs and/or stop lights. And an increase in police presence never hurts!

As a driver its incredibly hard to cross will to get home down Nicoll. the visibility of other cars is poor and forget about trying to see passengers. I often feel like someone is going to clip me when they try to turn quickly bc traffic is going so fast, they don't have the full time to make the turn on Nicoll.

The Willow/Nicoll intersection feeds several businesses, two schools, two major highways, bus/shuttle stops, and several parks and residences. That is a lot of people and vehicle traffic! The quality and quantity of safety measures implemented/maintained at this intersection do not match the volume of traffic. I agree and can relate to the comments made above. This intersection needs some attention!

I watched a near-accident that led to a complete halt in traffic at this intersection last night. Drivers of both cars stopped to yell at each other from their vehicles for a 2-3 minutes. This doesn't seem like a long time, but the backed-up traffic only resulted in more horn honking and yelling. At least make it a 4-way stop.

Major traffic calming on Willow was requested by Roland Lemar and Justin Elicker as part of the East Rock School construction, but as usual, the city was too lazy to do anything to fix the situation.

As a resident on Nicoll near the Willow St intersection, I agree that a four-way stop is the best option. When I am driving, it is difficult to cross over Willow or turn onto it. As a pedestrian, either walking by myself or with two dogs, less than 10% of drivers stop at the crosswalk. This is an issue for the city to address for the safety of its residents, but also for drivers to be more aware that pedestrians always have the right of way at crosswalks.

I have been observing this intersection since I moved to East Rock (and have lived within two houses of the intersection for years, from 1999-2011) and would urge a four way stop AT THE VERY LEAST. It's beyond me why this hasn't been done in all this time.

Not only are there no speed limit signs posted on Willow St., but the Willow/Nicoll St. intersection either falls in or just feet away from the East Rock Elementary school zone. Either way, the stretch of school zone on Willow St. should not only have posted speed limit signs, but a reduced speed limit “set at or below 20 MPH in order for pedestrian safety to be maximized” according to the City of New Haven’s own documentation. Please refer to page 38 of the “City of New Haven Complete Streets Design Manual” (http://www.cityofnewhaven.com/Engineering/pdfs/CS-Manual-FINAL.pdf). Why isn't the City acknowledging/addressing this safety issue? Is pedestrian safety, especially near a school zone, not a City priority?

According to statistics provided by NHPD’s crime analysis unit, there has been an average of about one accident per month near this intersection over the past 18 months. This may not sound like a lot, but keep in mind this is a RESIDENTIAL area near a SCHOOL ZONE! The City needs to acknowledge and address this issue. It would be terrible to think that an accident involving an innocent pedestrian, or worse yet a child, could have been prevented by the simple addition of “stop” signs and “speed limit” signs!

This same safety issue has been raised several times on SeeClickFix and remains outstanding since 2009! See issue IDs 4601, 47435, 768502 and 555968 - some were acknowledged by the City but never acted on and others went ignored. Think of all the accidents that could have been prevented!

City of New Haven do you care? This issue is a known issue and no one responds. Will you respond if we stop paying our taxes? Get your bottoms out there and do something. This is a school zone and a residential area. The speeding and traffic is affecting our quality of life. In the past the city placed an electronic speed sign, what was the result of that? It's an issue and we expect the city to do something about it. please help!
