Someone must have called in for a utility locate. It could have been another utility company, or maybe someone is installing a fence, irrigation system, etc

See Randy, that's just it - we can only guess. Since the flags have been placed more than a month ago and nothing has happened, would you say it's safe for the residents to remove them now?

We don't have the authority to say. You would need to call 811 (Call before you dig) and ask about the address where the flags are. That is a State regulated program and they would be the ones to say whether they can be removed or not.
