Sharraxaadda

There is a man hole that was dug in the middle of Oakton and Custer two week ago. They covered the hole with a metal/steel board so that cars do not fall into it as they are passing by. The problem is that because of the unfinished work the board has shifted cause a terrible thundering noise EVERY TIME cars go over it ALL HOURS OF THE DAY (night time being the worst). How should this problem be resolved because it has become a serious nuisance with my family and our sleep? To add this particular area is a high traffic.
