Mountain Casitas Apts 1240 E Ft Lowell Rd.I watched the maintenance man walk over and throw it just off the path coming on to Ft.Lowell from the wash area that is city land a park I belive. Also cigarette buts trash and emptying the grill just adjacent to the wash that all of you volunteers spend so much time to look pretty.these people need to be fined
