Wrong. Hamden utilizes services provided by SCF. In fact, there are many towns in Connecticut and across the U.S. that have engaged in contracts with SCF.

It is shared, and it's not shared. When an issue is reported with a Hamden address, like this issue #11205804, it's assigned to Hamden, and it's not in the queue of any of New Haven's officials, and vice versa.

If, however, an issue for New Haven is accidentally created with a Hamden address, one of Hamden's officials can change the address to a New Haven address and reassign that issue to New Haven. This is common with reported issues that are near the border between Hamden & New Haven.

This specific issue is in Hamden, and the reported address is appropriately a Hamden address.
