This is a problem in East Rock (and most residential neighborhoods, for that matter). Perhaps the city will consider putting in bike racks around businesses, churches, and other places people typically want to park bikes in East Rock?
Outdoor curbside (short term) bike racks are needed in residential areas citywide, particularly in the central areas that have high population densities. A lot of people live, work (e.g. visiting nurses, home-based businesses), and visit friends in these areas, and do not have convenient places to park when they drop by for a visit. The city should look to Portland, Oregon which provides racks in residential zones.
