Waited almost 9 years for an opinion from the Court of Special Appeals of Maryland on an issue. Quote Chief Justice Burger, " that people come to believe that courts cannot vindicate their legal rights from fraud and over-reaching; that people come to believe the law...cannot ...protect them and their families in their homes, at their work, and on the public streets. Or as Wikipedia suggests "because the issue or party in question lacks political favour" justice is delayed. So extreme delay becomes a useful tactic in an unreported case that no one can read. How do we fix this and regain the trust of our citizens???
