He did not find a community caretaking function to legally remove the vehicle from the public city street and the vehicle shows to be registered to the area.
Please be advised, a California law was changed in 2019 and created an additional rule for police to remove vehicles, Assembly Bill 2876. This Bill does not allow for the towing/removal of vehicles off public city streets without a Community Care Taking need present.
