on central st facing the central/prescott traffic lites there are 2 lanes the RIGHT lane is to make right turns there is also a sign stating right lane for right turn only, i have observed NUMEROUS times that people in the LEFT LANE MAKE A RIGHT TURN!! this can and will eventually create an accident it has happened to me personally i would like this location closely monitored by the police in the area between the times of 4pm -7pm, ALSO i have noticed that cars in right lane makes a turn on red light at this signal where it specifically states NO RIGHT TURN ON RED; the other sign says DO NOT BLOCK INTERSECTION and i have seen these actions happen multiple times; along with a pedestrian crossing when the light turns green and not following the pedestrian signals.

This intersection is terrible and could absolutely use some police ticketing for people blocking the intersection.
Another danger at the same spot is going down Market St. and turning right onto Central. The lights are badly timed so that they turn red for all cars, pedestrians see this as an opportunity to start crossing, and then a second later the green right turn arrow activates. This means either pedestrians are stuck in front of cars as right turn goes (b/c it has right of way), or arrow stays green but nobody drives if the cars in front decide to let pedestrians actually finish crossing.
Simple fix for latter: turn on green arrow immediately when lights switch to red for Market St., not a second later.

one would think that lowell has so many police officers and umass lowell officers that it would increase safety and acknowledge traffic violations by ticketing drivers

@Diane G. Yeah, we're all walkers. The current delay is literally a second, perhaps 2. You cannot cross the street as a pedestrian during that time. You should cross on green, and then there's no worry over how long the delay is, but many pedestrians don't.
Iva is right and this will of course all be different by end of summer. But I didn't start this topic, was just chiming in.
