I was driving by this spot around 6pm Saturday and I saw a large long black SUV type vehicle pulled over. The tailgate was open (the kind that swings open from the left side). At the time there was only a large dark green garbage bag on the ground. One female adult who looked Caucasian or Latino with long brown hair in a ponytail was behind the car. She had a boy 7-10 years old with her with med length dark brown hair. I thought to myself, she can't be dumping in broad daylight? but maybe she was? This @#$% is getting old!!

Wow, next time try to get the license plate number. This is awful.
