Ever since I moved here over three decades ago, it has been a 'common courtesy' by the police (and now the parking authority) to not ticket cars on sundays in such areas where there are churches within a short distance (i have no idea how this is judged) - in c.c. there are any number of blocks with a church (i.e. a place of christian worship, overwhelmingly the most numerous houses of worship, the common religion in the area) no further than a block or two away.
Perhaps this explains it. Whether to rail about it is another matter.
