I spoke to the property owner today after verifying that there are pigeons both nesting at this location and hanging out at a neighboring location. The property owner will be removing the soffits that are damaged in the next two weeks which will eliminate the nesting areas. The neighbor, where pigeons are seen on the peak of the house, will be looking into some low cost ways to avoid the birds roosting here, but should not have any problems with the birds trying to nest here.
