Description

I was told by my neighbors that the back part of our backyards are "waterways" for the water to be able to drain into the drains in the backyards of peoples backyards. Well I have the lowest lot around me so every time a bad rain happens the back portion of my yard floods. My neighbors have higher lots and have built up landscaping in the back so their yard doesnt flood and so i get all the water. Another neighbor is saying that she is getting dirt dumped in the backyard to raise her yard up so she doesnt get any water anymore as well. So what am I supposed to do since everyone is raising their elevation so they dont get any flooding and blocks the storm drains?
