This is common for cars to do this on 110 in front of park.

If there is a crosswalk signal this must be activated before entering crosswalk. Pedestrian doesn't have right of way in a signal controlled crosswalk if signal is not activated. Simple crosswalk without signal pedestrian has right of way. All crosswalks in downtown (Howe Ave) area are signal controlled. Pedestrians do have right of way at New St crosswalks but still have to use due care when entering roadway.

This is for Riverview Park, none of the crosswalks are signal controlled. Pedestrians have right of way. No excuse

Also there should be a cross walk at Shelton Ave and Oak Avenue ( right across from North Oak)
kinda of a bad corner. Cars speed up Shelton Ave and it a pedestrian is on the corner of N. Oak crossing over Shelton Ave to get over to Oak Ave... Total disaster
