Resident at 2724 n Waterloo st has blocked alley way for all residence in the block of 2700 n mascher st and 2700 Waterloo st please see attached picture. This is a very dangerous situation, if an emergency where to occur home owners have no escape, and any electrical company would be unable to come in. Thanks
